Health Benefits Consultant Services

The Township of North Bergen, New Jersey is seeking a health benefits consultant to provide comprehensive strategic, financial, and operational oversight assistance for its employee health benefits program. The township needs data-driven employee benefits advice and analytics focused on cost control, underwriting outcomes, and long-term sustainability for both active employees and retirees. The selected consultant must act as a fiduciary to the township. The scope of work requires the consultant to analyze and recommend optimal plan designs, audit claims and payments, and audit pharmacy benefit managers and stop-loss coverage to eliminate waste. The consultant must also review claims experience, administrative fees, stop-loss premium costs, prescription drug rebate distributions, formulary changes, and specialty medication management. Additionally, the township requires collective bargaining support during contract negotiations through financial modeling and impact analysis of proposed plan design changes, premium-sharing structures, and wellness initiatives. Finally, the consultant must develop annual premium rate projections and multi-year financial forecasts for all health benefits programs. Eligibility is restricted to onshore organizations based in the United States. The township permits the performance of all work to be completed offsite. Bidders must submit their responses digitally via email or online, and the township is currently looking for proposals to determine the budget.
