RFI for Transcription Services

The issuing agency is seeking information on technologies and services that can generate, manage, and deliver accurate transcripts from audio and audio-visual recordings of court proceedings. The agency wants to identify solutions that leverage advances in automation, artificial intelligence, and transcription technologies to improve transcript quality, accessibility, timeliness, and cost-effectiveness. The desired solutions must also support integration with existing and future judiciary systems, including the electronic courts system supported by enterprise justice 2024. The agency provides a broad range of support services to state courts in operations, information technology, management, legal government relations, financial, administration, and programs. Currently, most court proceedings are digitally recorded and archived, and final transcripts are typically delivered as digital PDF files or bound hard-copy documents. Transcripts are generally produced by third-party contractors using either human transcription services or a combination of machine-generated transcription and human review, though some courts still utilize in-person court reporters or court staff. Audio recordings and transcript files are transmitted through email, file transfer protocol servers, secure file-sharing platforms, or portable storage devices. Only organizations based in the United States are eligible to respond to this request. The performance of the requested work will take place offsite, and interested parties can submit their responses digitally via email or online. The agency is looking for proposals to understand potential budget requirements, and all questions regarding this request must be submitted no later than July 13, 2026.
