Pharmaceutical Expertise Services

The Massachusetts government authority located in Boston is seeking pharmaceutical expertise services to analyze pharmaceutical spending data and information. The agency needs to develop reports on trends related to drug access, affordability, and spending on pharmaceutical drugs in the Commonwealth, as well as obtain policy recommendations. Additionally, the selected partner must conduct an annual survey of payers on pharmaceutical access and plan design, including tiering, cost sharing, and other utilization management techniques. The agency requires subject matter expertise on policies related to drug manufacturers, pharmacy benefit managers, third-party administrators, payers, drug wholesalers, pharmacies, and other pharmaceutical supply chain entities. To be eligible for this opportunity, the organization must be onshore and based in the United States. The performance of all requested work will take place offsite. The agency is looking for proposals to determine the budget for this project. All questions regarding this opportunity must be submitted no later than July 07, 2026.
