Web-Based Digital Engagement Solution (DES) and Related Services

The agency is seeking a web-based digital engagement solution and related services to modernize its existing mobile application and web-based platforms. The project requires a secure, responsive, and comprehensive Customer Relationship Management platform delivered as a Software-as-a-Service to run the player rewards program. This solution must ensure real-time processing, compliance with industry standards, advanced data analytics, reporting capabilities, and robust security features to prevent fraud. The scope of work covers a mobile application and website that support player account management, ticket scanning, game lists, draw numbers, digital playslips, and a message center. The system must allow players to enter ticket numbers for rewards and second-chance promotions, manually select numbers, and check tickets with mapped responses. Additionally, the platform must support promotional and transactional emails, in-app messages, push notifications, and a detailed listing of promotions and drawings with configurable artwork. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The performance of the work can take place either onsite or offsite. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. The agency is awarding a contract with a performance period of five years.
