Cloud-Based Emergency Notification Platform

The county is seeking a cloud-based, Software-as-a-service emergency communication platform to rapidly distribute critical information to employees during emergencies, incidents, and operational disruptions. The agency also wishes to evaluate external notification solutions to support communications with county residents and the public, potentially including reverse 911 functionality and optional resident information-sharing features to assist emergency responders. The requested scope of work covers a desktop computer application, a mobile application available on common mobile device platforms, and integration capabilities for transmitting emergency reports directly to the 911 Center. The platform must allow users to communicate directly with 911 through the application and utilize geofencing capabilities to associate emergency events with designated buildings or facilities. The agency also requires non-emergency messaging capabilities for specified groups, secure storage and retrieval of emergency plans and procedures, and the ability to conduct drills, exercises, and test simulations. All performance of the work will occur offsite. Eligibility is restricted to onshore USA organizations only. The agency is looking for proposals to determine the budget and will accept digital responses submitted via email or online. Bidders must submit all questions no later than June 23, 2026.
