Electronic Video Transcription Services

The authority is seeking a vendor to provide electronic video transcription services for virtually held board meetings and various other authority meeting events. The agency needs to solve the problem of converting audio content from video files into written text to ensure accessibility and accurate record-keeping. Virtual electronic reporters must use the video link provided by the authority to complete electronic video transcripts of the recordings. The scope of work requires the selected vendor to transcribe audio content from video files into written text and produce synchronized caption files in .SRT format. These caption files must align with spoken dialogue and relevant audio cues. The transcripts must include speaker identification when applicable, as well as non-speech elements such as music, applause, and laughter. Eligible bidders must be onshore organizations based solely in the United States. The agency requires all performance of the work to be conducted offsite. The contract period will span two years, and the agency is looking for proposals to determine the budget. Bidders must submit all questions no later than July 6, 2026.
