Scalable Voter Education Platform

The City is seeking a contractor to design, develop, and implement a personalized, scalable voter education platform. The agency needs to centralize and warehouse data to improve service delivery and enable cross-departmental analytics. The system must enable data access, data interoperability, warehousing of resulting data, and adherence to provided City data standards. The agency requires the ability to programmatically update data within the system as needed via an application programming interface. Collected, transferred, and stored data must meet minimum standards to ensure confidentiality, integrity, and availability. The data must also meet compliance rules and regulations to guard sensitive digital assets against loss, theft, and misuse. Eligibility is limited to onshore organizations based in the United States. The contractor must perform all work offsite. The agency is looking for proposals to establish the budget, and the resulting contract period will last for one year. Bidders may submit responses digitally via email or online. The agency will host a pre-proposal conference on July 9, 2026. Bidders must submit all questions no later than July 10, 2026.
