System Integrator Services

The agency is seeking a qualified system integrator to develop and implement energy management systems, market management systems, financial settlement systems, and overall utility system integration. The project aims to transition the agency toward full Southwest Power Pool Markets+ adoption through a structured, phased approach. The selected vendor will address operational gaps, align technology with industry best practices, and ensure the agency achieves self-sufficiency after system deployment. The scope of work covers a comprehensive suite of integration and support services. The vendor must perform a gap analysis of current systems and staffing, conduct industry benchmarking, and develop a Markets+ roadmap. Additionally, the agency requires technology assessment and procurement support to identify new software tools and assist in drafting subsequent acquisition RFPs. The vendor will implement and integrate the selected software with existing utility systems, SPP Markets+ interfaces, and communication protocols, followed by testing, certification, and go-live support. Throughout the project lifecycle, the vendor must provide program, project, risk, and change management, as well as targeted training in market operations, settlements, and information services. Eligibility is restricted to onshore organizations based in the United States. The agency requires all contract work to be performed offsite. While the agency has not disclosed a specific budget and is looking for proposals to define the cost, it has established a firm deadline for inquiries.
