Cloud-Based Jail Management System

The County Detention Center is seeking a comprehensive, fully integrated, secure, and scalable cloud-based Jail Management System delivered via a Software-as-a-Service model. The agency needs to support both its current and new facilities, accommodate multi-facility operations, and ensure a seamless transition without data loss. The project requires migrating all historical and active data with full validation and minimal disruption to ongoing operations. The requested scope of work covers a system that supports open application programming interfaces and integration. The software must include facial recognition capability, incident tracking, inmate classification, mass movement tracking, and inmate contacts management. Additionally, the system must provide inmate activity logging, case management, finance management, inmate property tracking, inmate housing management, inmate scheduling and tracking, enterprise reporting, and compatibility with a Livescan interface. Eligible bidders must be onshore organizations based solely in the United States. The agency requires the performance of all work to take place offsite. The agency is currently looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than July 16, 2026.
