The agency prefers a Software as a Service licensing model that includes both production and non-production environments. The scope of work covers implementation, configuration, data migration, and go-live support, alongside ongoing support and maintenance governed by service level agreements. The system must integrate with enterprise systems including the Student Information System, Learning Management System, Single Sign-On/Identity Management, and Human Resources/Payroll. The selected provider must deliver training for administrators, faculty, clinical coordinators, preceptors, and administrative support staff, as well as complete documentation such as user and admin guides, a data dictionary, and application programming interface specifications. The agency requires out-of-the-box reports covering assignments by term, clinical hours attainment, compliance status, site and preceptor utilization, and evaluation outcomes. The requested delivery includes a step-by-step implementation plan outlining the process, timeline, and key milestones such as configuration completion, integration readiness, go-live, and stabilization. The project also demands a change management and communication plan, as well as a data migration process addressing sources, cleaning, validation, and reconciliation. Eligible bidders must be onshore organizations based solely in the United States of America. The agency requires all performance of the work to occur offsite.
