Web-Based Modernization Software

The agency is seeking software development partners to provide web-based modernization software and collaborate on the ongoing modernization of its in-house line-of-business software. The project aims to upgrade the in-scope applications from .NET Framework and Windows Forms to .NET 10 with WinUI 3 using the Windows App SDK. This modernization requires an incremental, low-risk approach that maintains full functional parity with the existing application and database behavior while supporting side-by-side rollout and rollback to the legacy application. The scope of work covers designing application components and data access patterns consistent with widely accepted .NET best practices that support unit and integration testing where practical. The technical environment utilizes SQL Server 2019 with stored-procedure-based data access, and the existing database structure must be preserved. The selected partner must also deliver system and application architecture diagrams as part of the modernization process. Eligibility is limited to onshore organizations based in the United States. Performance of all requested work will take place offsite. The agency has not disclosed a set budget and is looking for cost proposals from interested bidders.
