Utility Asset Inventory Support Project Services and System

The agency is seeking utility asset inventory support project services and a system to improve utility operations, outage response, maintenance activities, and asset management. The project aims to solve the challenge of fragmented data by reviewing, evaluating, and incorporating relevant information from existing legacy CAD drawings, utility records, and available mapping resources into a centralized GIS environment. This system must support infrastructure planning, operational awareness, internal decision-making, mobile-friendly applications, and dashboard reporting capabilities. The scope of work requires the development of a proposed ArcGIS geodatabase schema, asset attribute structure, and naming conventions or data model. The agency requires the final utility asset inventory system to be fully operational and optimized for utility staff. All work must be performed offsite, and eligibility is strictly limited to onshore organizations based in the United States. The agency is looking for proposals to determine the budget for this project. Bidders must submit their responses digitally via email or online. A non-mandatory pre-proposal meeting and site visit will take place on July 15, 2026, and all questions regarding the solicitation must be submitted no later than July 31, 2026.
