Financial Planning and Forecasting Software

The agency is seeking a vendor to provide financial planning and forecasting software to support forecasting revenue, investments, claims, operating expenses, capital/project, and full-time equivalents (FTE) over monthly, annual, and multi-year horizons. The software must enable long-range planning with the ability to model different scenarios and adjust plans as assumptions change. The agency requires support for annual budgets, quarterly reforecasts, rolling forecasts, and ad hoc scenario planning by month, quarter, and year, with consistent alignment across all views. The system must use the most recent year-end actuals as opening balances for all forecasts and plans while allowing the use of different planning dimensions such as different accounting periods, allocation percentages, and currencies. The software must support the preparation of planning outputs for internal use and for external stakeholders, including the Board, government, and regulators, while generating standard financial statements and management summaries. The agency requires a system that enables multiple users to work at the same time, with controls for locking data, tracking changes, and seeing updates immediately. The software must have the ability to ingest flat file upload and download manually or via secure file transfer protocol (SFTP), or potentially integrate with SAP, SuccessFactors, Resq, and Hadoop. The agency requires the capability to budget and forecast by cost center, department, division, program, and general ledger account. Performance of the work will be onsite, and the contract period will be for one year. Only onshore bidders located in Canada are eligible to participate in this opportunity.
