Third Party Administration and Claim Services for Self-Insured Program

The Town is seeking a vendor to provide third party administration and claim services for its self-insured program. The selected provider must handle claims case management, claims administration, loss reporting, financial reporting, and the review and investigation of all reported claims. To resolve the administrative burden of self-insurance, the agency requires a partner to maintain detailed claim files, assess liability, project costs, and issue letters of denial when appropriate. The scope of work covers specific data tracking for each claim, including file numbers, accident dates, claimant names, occupations, accident descriptions, and injuries. The administrator must also supervise claims adjusters, provide quarterly claims management review reports, deliver monthly loss runs, and notify the excess casualty insurer of relevant claims. Additionally, the chosen provider must cooperate fully with internal and external auditors throughout the contract term. The agency is establishing a contract period of three years for these services. Eligible bidders must be onshore organizations based in the United States. The performance of all contracted work will take place offsite, and the agency allows digital submission of proposals via email or online. The agency is currently looking for proposals to determine the budget and cost structure for this initiative. Bidders must attend a pre-bid meeting scheduled for July 23, 2026.
