Worker's Compensation Third Party Administration Claims Management Services

The City is seeking a qualified United States-based contractor to provide comprehensive workers' compensation claims administration, claims management, payment processing, medical management, reporting, and recovery services. The selected partner will manage all claims in compliance with applicable laws, regulations, and City requirements from initial reporting through closure. The scope of work requires the contractor to investigate and resolve claims, process timely medical and indemnity benefit payments, coordinate return-to-work programs, and manage subrogation, restitution, lien recovery, and third-party recovery efforts. The agency requires the contractor to maintain complete claim files and reporting systems with real-time access to claims data, prepare required regulatory filings, and provide dedicated account management with customer service and claims oversight. Deliverables include timely benefit payments, monthly, quarterly, and annual claims reports, claims data access, audit support, and recovery tracking reports. The contractor must perform all work offsite at their own office premises, and only USA-based organizations are eligible to participate. The City is currently looking for proposals to determine the budget for these services. A non-mandatory pre-offer conference is scheduled for July 10, 2026, to discuss the project requirements.
