Interpreting, Transcription, Translation and Sign Language Service

The agency is seeking interpreting, transcription, translation, and sign language services. The agency needs to provide these services for court users and litigants who have Limited-English Proficiency (LEP), are deaf, hard-of-hearing, or blind. This includes remote video interpreting, telephonic on-demand interpreting, and telephonic scheduled interpreting. The project covers transcription and translation of various recordings and documents, including audio/video recordings, police and forensic interviews, 911 calls, body-worn camera footage, and court documents. Sign language interpretation is required for court users and litigants who are deaf, hard-of-hearing, and blind. Services are needed across all case types and in various court settings. The court reserves the right to assign tasks on an as-needed basis and has final authority on interpreter assignments. The contract period is for five years, beginning March 1, 2024, and ending February 28, 2029. The court may renew the contract for up to five additional years or extend it on a month-to-month basis for up to six months. All questions must be submitted no later than August 27, 2026. Eligibility requires bidders to be an onshore organization only (USA Organization Only). Performance of the work will be offsite. The agency is looking for proposals. Specific rates are provided for Spanish and Lesser-Used Languages (LUL) interpretation, including tiered hourly, half-day, and full-day rates, as well as rates based on ALTA scores. Rates are also provided for American Sign Language (ASL) interpreters based on license type. Transcription and translation services have per-minute rates for certified and uncertified work, and per-word rates for translation. Offerors must submit required documentation in Microsoft Word, Excel, or Adobe PDF formats. This includes acknowledging adherence to the Rate Sheet, submitting a completed Offeror's Questionnaire, and providing an Interpreter Roster List. For interpreters, copies of relevant credentials, proficiency certificates, or licenses are required, depending on the service. Bidders must also review and sign the draft contract.
