Flexible Spending Account, Dependent Care Account, Commuter Benefits and COBRA Admin Services

The agency is seeking a vendor to provide administrative services for Flexible Spending Accounts (FSA), Dependent Care Accounts (DCA), Commuter Benefits, and COBRA. The selected vendor will be responsible for creating plan documents and summary plan descriptions, processing and maintaining employee elections for these benefits, and handling employee reimbursement requests, including the initial appeal process for claim denials. The vendor will also facilitate employee reimbursements, provide debit cards for account access, perform nondiscrimination tests for the Dependent Care benefit, and offer access to status reports. The contract period will be three years. All questions regarding this solicitation must be submitted no later than July 21, 2026. Eligibility is restricted to onshore organizations located within the USA. Performance of the work will occur offsite. The agency is looking for proposals.
