Payment Processing Services

The agency is seeking payment processing services for payments made to its subdivisions and tax programs. This includes fines and fees collected from the motor vehicle division and taxpayer payments made to the audit and compliance division. The services must also include routine scheduled reports and ad hoc reports. The agency requires an online reporting system and data warehouse that allows tax and revenue departments to generate ad hoc reports and arrange data based on established parameters. Tax and revenue departments will be the merchants of record, and funds will always remain in their possession. Settlement transactions to the agency's bank account(s) will be listed separately on each merchant statement by card type: Visa, Mastercard, American Express, and Discover. Funds, prior to deposit into the agency's depository bank account, must be insured against loss either by FDIC insurance or proper collateral in accordance with state law. Credit card transactions that are authorized but not settled will be reported daily to the agency. Procedures to identify and eliminate duplicate transactions will be provided and enforced. The contract period will be for five years. Bidders must be a USA onshore organization. The performance of the work will be offsite. A non-mandatory pre-bid meeting will be held on May 18, 2026. All questions must be submitted no later than May 20, 2026. The agency is looking for proposals.
