Third-Party Property Management Services

The agency is seeking third-party property management services for its government authority located in Salt Lake, UT. The agency requires a comprehensive management plan that includes a transition strategy, operational execution, and financial oversight. The scope of work covers marketing units, administering applications and leases, collecting rent and subsidies, and managing resident communications and lease enforcement. It also includes preparing budgets and forecasts, maintaining property-level accounting, and providing timely financial reports and audit support. The agency requires the operation of an electronic work-order system, response to emergencies, completion of unit turns, and management of preventive maintenance, inspections, and vendor services. Bidders must provide qualified staff, supervision, backup coverage, and training, along with 24-hour emergency response. The agency requires the use of systems supporting accounting, leasing, compliance, work orders, reporting, and data management, with protection of confidential information and prompt reporting of material incidents. A property-specific management plan is also required, along with the prompt transfer of all records and materials upon termination. Eligibility is restricted to onshore entities located within the USA only. Performance of the work will be onsite. All questions must be submitted no later than July 17, 2026.
