Child Support Automated System Replacement- Budget - Up to 25 million USD

The agency is seeking a replacement for its current child support automated system and associated ancillary systems. The project covers the design, development, and implementation of a modernized system. This includes developing solution architecture, system and detailed design specifications, interface design specifications, security protocols, database structures, data conversion strategies, data governance frameworks, infrastructure and cloud solutions, Office of Child Support Enforcement (OCSE) system certification, requirements management, and testing management. Licensing and subscriptions are also part of the requirement. Eligibility is restricted to onshore organizations located within the USA. The performance of the work will be conducted offsite. The budget for this initiative is up to 25 million USD. All questions must be submitted no later than August 10, 2026. The deadline for proposals is October 19, 2026. The solution must provide encrypted data extracts accessible and decryptable by authorized users in multiple formats to support audit and reporting requirements. The agency requires a detailed architecture plan, including approach for business, data, application, and technology, reference architecture diagrams, batch, interface, and data replication architecture, logical and physical architecture views, roles and responsibilities, diagnostics and metrics, and architectural change control. A reference architecture diagram demonstrating how the proposed solution fits within the enterprise reference architecture is also required. System and Detailed Design Specifications must guide development and configuration, documenting design decisions, system roles and capabilities, navigation, workflow definitions with screenshots, screen behavior, business rules, data input/output types, and compliance with federal design requirements and North Dakota's Enterprise Architecture standards. These specifications must be updated at key milestones. Interface Design Specifications are needed to guide the development of interfaces to other systems, with an expected list of interfaces provided in the Bidder's Library. The cost proposal must detail one-time and ongoing costs. One-time costs include initial product and software licensing, hosting setup, and deliverables associated with six milestones: Initial Planning, Technical Planning, Solution Development and Acceptance, Training, Production Implementation, and OCSE Certification. Ongoing costs for post-implementation years 1-5 are also to be provided. The project involves several interfaces, including Alaska Data Match, Bank of North Dakota (BND), Central Authority Payment Service (CAP), Child Support Enforcement Network (CSENet), Child Support Lien Network (CSLN), Conduent-ExpertPay, Electronic Income Withholding Order (eIWO) FEIN File, Electronic National Medical Support Notices (e-NMSN), Federal Case Registry (FCR), Federal Collection and Enforcement (FCE) Program, Federally Assisted State Transmitted Levy (FAST Levy), Genesys IVR System, and Health Management Systems (HMS). Some of these are existing interfaces, while others are new.
