Health Reimbursement Arrangement (HRA) Flexible Spending Account (FSA) and Continuation of Benefits (COBRA) Administration Service

The agency is seeking a vendor to provide administration services for its Health Reimbursement Arrangement (HRA), Flexible Spending Account (FSA), and Continuation of Benefits (COBRA) programs. This includes administering HRA services for employees, managing the district's FSA, and handling the administration and reconciliation of the COBRA program and the state Assembly Bill (AB) 528 program. The selected firm will administer the reimbursement of Medicare premiums to retirees via a separate HRA, which involves processing proof of premiums, establishing business rules, and disbursing refunds. The scope of work covers account set-up, developing and releasing eligibility information, and all usual and customary tasks for managing accounts. The vendor will also provide outreach, education, and proactive customer service to the agency and its employees and eligible dependents. The agency requires monthly summary reports of claims payments to support eligible expenditures and Open Enrollment literature for employees detailing the enrollment process and benefits. Reimbursement claims can be submitted via hard copy, fax, and electronically. Performance of the work will be conducted offsite. Eligibility is restricted to onshore organizations within the USA. The contract period will be for five years. An optional pre-proposal conference will be held on August 11, 2026. All questions regarding the RFP must be submitted by August 21, 2026. Proposals are due by September 12, 2026. The agency is looking for proposals and has not specified a budget.
