Clean Transportation Fuel Program Backstop Aggregator Service

The New Mexico government authority seeks a backstop aggregator service for its Clean Transportation Fuel Program. The selected vendor will implement statewide education and outreach campaigns to promote transportation decarbonization. The vendor will monetize credits through sales, using the revenue to support decarbonization activities. The scope includes engaging fuel suppliers and prospective credit generators that have not opted into the program, establishing targeted local programs, and maintaining records of program activities and financial operations. The vendor must submit a written report summarizing performance. Eligibility is restricted to onshore USA organizations. Performance of the work will be onsite. The contract period is four years. Proposals are requested. All questions must be submitted no later than August 13, 2026.
