Economic and Workforce Development Service

The San Francisco Office of Economic and Workforce Development seeks proposals for economic and workforce development services to drive localized economic growth in business districts and commercial corridors. Required activities include market analysis, setting an economic vision, identifying target industries, leveraging local arts and culture, and implementing culturally appropriate marketing and event activations. Eligible proposers must be USA-based onshore organizations registered as a City Bidder or Supplier. Applicants must submit proposals online by November 13, 2026, at 12:00 P.M. PDT. Required application documents include responses to the proposal questions, a completed Attachment B Proposed Budget template in Excel, an organizational budget, an organizational chart, and supplementary materials demonstrating mandatory minimum qualifications. An optional virtual conference takes place on October 27, 2026, and written questions must be emailed to [email protected] by November 3, 2026, at 5:00 P.M. PDT. Written proposals will be evaluated out of a maximum of 150 points based on organizational capacity, proposed approach, and qualifications.
