Electrical Switchgear Testing and Partial Discharge Testing Service

The agency is seeking electrical switchgear testing and partial discharge testing services. The project includes general service and testing such as cleaning, adjustment, inspection, lubrication, minor repairs, and electrical testing. Specific tasks involve inspecting and cleaning arc chutes, arcing and main contacts, insulated components, fuse holders, and the entire unit for loose hardware. The scope also covers inspecting and lubricating mechanisms, rollers, latches, cubicles, mechanical linkages, and hinges. All electrical and mechanical interlock systems will be tested for proper operation and sequencing, and mechanical operational tests will be performed per manufacturer recommendations. Indicating devices will be checked for proper operation, and contact resistance and insulation resistance measurements will be performed. The equipment to be serviced includes fourteen 5kV Air magnetic circuit breakers, twenty-seven protective relays, two 3000A load breaker switches, and two 208V-2400V 1000KVA oil filled transformers. Additionally, the agency requires a one-time Arc Flash Safety Awareness Training course for up to 20 people, lasting a minimum of 6 hours, in accordance with OSHA and NFPA 70E 2024. The contractor will provide certificates, and training materials such as PowerPoint presentations, manuals, tests, and training aids. Training costs will be invoiced separately from switchgear testing costs. Eligibility for bidding is restricted to Onshore (USA Organization Only). A pre-bid meeting will be held on August 27, 2026. The issue date for this Invitation for Bids (IFB) is July 27, 2026. Bidders must RSVP for a site visit by August 10, 2026, with the site visit scheduled for August 27, 2026. Bidder questions are due by September 10, 2026, with an estimated response to bidder questions on September 17, 2026. The bid due date and time is September 29, 2026, at 12:00 PM.
