Electronic Benefit Transfer Processing and Financial Services

The government authority in Glen Allen, VA, seeks electronic benefit transfer (EBT) processing and financial services. The scope includes modernizing EBT processing, enhancing security and fraud prevention, ensuring regulatory compliance, delivering cost-effective and scalable solutions, improving customer experience, and supporting innovation for cost savings and service enhancements. The work will be performed offsite. Eligibility requires the organization to be onshore (USA only). A Small Business Subcontracting Plan is required. To receive points for the SWaM Participation evaluation criterion, the supplier or its proposed subcontractors must hold an active State of Virginia Department of Small Business and Supplier Diversity (DSBSD) SWaM certification prior to the proposal due date. Suppliers that are DSBSD certified small or micro businesses receive maximum points. Suppliers not certified but planning to use certified subcontractors must complete Section B of the plan and state their commitment percentage.
