Community Needs Assessment and Strategic Investment Plan Service

The buyer requires a vendor to provide community needs assessment and strategic investment plan services. The scope includes developing a three-year strategic investment plan to guide grant-making processes, evaluating current youth services, and conducting community engagement. The strategic investment plan will establish funding priorities, oversight, and evaluation plans for the fund and its supported programs, along with prioritized funding strategies and impact outcomes aligned with the needs assessment. The vendor must ensure community engagement facilitators possess qualifications to engage diverse populations, and learnings from engagement must inform reports and recommendations. The buyer seeks proposals and requires the organization to be onshore (USA Organization Only). All questions must be submitted no later than August 28, 2026.
