The agency requires a web-based hospital portal tool for secure communication and data exchange with hospitals. The scope includes design, development, maintenance, and support of this portal. The tool must accept large data uploads in multiple formats, be scalable, and allow for file downloads. Functional capabilities include structured data certification, role-based access, provider and department file management, data visualizations, internal validation, aggregation, file versioning, system-generated correspondence, a document repository, and configurability for updates.
