Citywide Comprehensive Fee Study and Cost Allocation Plan Services

The City of Vacaville seeks a vendor to provide citywide comprehensive fee study and cost allocation plan services. The vendor will establish a defensible methodology for allocating costs, evaluate all City Council-adopted fees and charges, and identify opportunities to improve cost recovery. The scope includes developing a federally compliant Citywide Cost Allocation Plan and a legally defensible comprehensive fee study. The vendor will produce transparent, editable models for City staff to maintain independently and establish repeatable annual update procedures. Eligibility is restricted to onshore USA organizations. Proposals are requested, and all questions must be submitted no later than August 21, 2026.
