Comprehensive User Fee Study, Citywide Cost Allocation Plan and Compliant Indirect Cost Rate Services

The City of Los Angeles requires comprehensive user fee study, citywide cost allocation plan, and compliant indirect cost rate services. The scope includes reviewing existing fees, conducting activity-based cost-of-service analysis, and recommending revised fees. The vendor will also develop a citywide cost allocation plan using recognized methodologies to calculate overhead and labor rates. Additionally, the vendor will prepare compliant indirect cost rate proposals, identifying allowable costs and developing department-specific rates. The scope also encompasses an aquatic center financial impact and cost recovery analysis, including operating cost evaluation, revenue modeling, and a five-year financial forecast with recommendations for staffing, pricing, and programming. Eligibility is restricted to onshore USA organizations. All questions must be submitted by September 10, 2026. Proposals are being sought.
