The buyer seeks a modern, cloud-hosted offender management system to replace or substantially modernize its existing offender population unified system enterprise platform. The scope includes providing a commercially available product, a software-as-a-service platform, a hybrid solution, a fully custom-developed system, or a complete modernization of current mainframe and Java web-based code. Vendors must provide implementation strategies, data migration plans, estimated costs, timelines, and risk mitigation approaches suited for a large-scale transition. Only United States organizations are eligible to participate, and the winning vendor will perform all work offsite. Bidders may submit responses digitally via email or online.
