The buyer seeks strategic plan consulting services to develop a new strategic plan that builds upon the agency's current 2024–2027 Strategic Plan. The buyer requires a proponent with strategic planning expertise, sector knowledge, creativity, and practical recommendations to address organizational and community transformation, including regeneration, asset renewal, financial sustainability, tenant needs, climate expectations, operational realignment, and evolving City priorities. The buyer limits eligibility to onshore Canadian organizations and requires offsite performance of the work. The buyer requests proposals to establish the budget.
