The government authority in Freeport, TX needs a vendor to provide a forward-looking Comprehensive Plan and administration service that incorporates hazard mitigation plans. The requested scope includes identifying local hazard risks, conducting a population study with a current estimate and a 20-year projection, and preparing a housing study detailing the existing stock and projecting future housing needs for ten years. Additionally, the vendor must create a Land Use Plan or study that formalizes long-term community goals into governing policies, describes the land use of every parcel, and includes a future land use map. The vendor may also include additional studies, such as environmental or economic studies. The buyer limits eligibility to onshore, USA organizations only, and the vendor will perform the work offsite. The buyer is looking for proposals regarding the budget.
