Web-Based Data Visualization Tool

The buyer requires a vendor to provide a web-based data visualization tool utilizing a commercial product such as Esri, Microsoft Power BI, or another suitable web-based application. The requested scope includes reviewing the current Excel spreadsheet and Clear Roads Annual Survey of State Winter Maintenance Data, and surveying Clear Roads member states to determine needs for data reporting, calculation, and graphic improvements. Additionally, the vendor must recommend data displays, maps, dashboards, and data collection changes for the tool's beta version. The final deliverables require creating a revised tool that incorporates previous years' data and beta tester feedback, features a data entry interface, enables data querying and file exports (jpg, pdf, csv, xlsx), and includes an accompanying user's guide. To qualify, eligible bidders must be an onshore, USA-only organization and perform the work offsite at their own office premises. The buyer is looking for proposals regarding the budget. Bidders must submit all questions no later than September 15, 2026.
