The selected vendor acts as the sole Employer of Record, managing all salaries, payroll taxes, benefits, liability insurance, and labor law compliance. Vendors must conduct in-person recruitment interviews, thorough background checks, and pre-employment screenings before placing staff. Work will occur both onsite and offsite over a one-year contract period. To qualify, bidders must operate onshore within the United States. The buyer asks vendors to submit proposals for the budget. Bidders must submit all questions no later than September 15, 2026.
