Outside Counsel Patient Advocate Service

The County of Passaic needs a vendor to provide outside counsel patient advocate services for the Office of the Passaic County Adjuster in Paterson, New Jersey, for calendar year 2027 under project RFQ-27-021. The buyer requires the selected vendor to perform offsite legal work for a one-year contract period. The scope includes providing legal guidance to assigned patients, reviewing medical records and reports, meeting with patients in person or remotely, conferring with medical or social services staff, coordinating with legal guardians, and handling other matters as directed by the agency Adjuster. These duties support hearings such as initial reviews, subsequent reviews, conditional extensions pending placement, and agency hearings. To participate, vendors must meet the onshore (USA only) eligibility requirement and submit a proposal for the budget. Bidders must submit four bid proposals—one original, two copies, and one electronic copy on a CD or USB flash drive—using the County's forms. The County must receive sealed proposals no later than September 10, 2026, at 10:30 AM at the Passaic County Procurement Center, followed by a live-streamed bid opening at the same time.
