Parks Master Plan Services

The City of Orting, Washington, seeks Statements of Qualifications from consulting firms to prepare a comprehensive Master Plan for Whitehawk Park and Gratzer Park. The selected vendor must provide expertise in park planning, landscape architecture, recreation facility planning, public engagement, transportation integration, and conceptual design services for approximately 32 acres of parkland. The required scope includes evaluating the proposed Whitehawk Bypass project impacts, assessing vehicular circulation, parking, pedestrian, and bicycle connectivity, identifying safety concerns, preparing cost estimates, developing project phasing, identifying grant opportunities, and establishing implementation priorities. Only United States organizations may submit proposals, and the vendor will perform the work offsite. The City anticipates completing the Master Plan by April 2027 using grant funding from the Washington State Department of Commerce Local Community Projects Grant Program. The buyer estimates a consultant budget between $64,000 and $74,000. Interested bidders must submit all questions by August 31, 2026.
