RFI for Cloud-Based Vehicle Dimension and Identification Decoding Application Programming Interface (API) Integration Solution - Sources Sought

The buyer seeks a vendor to provide a cloud-based vehicle dimension and vehicle identification number (VIN) decoding application programming interface (API) integration solution. The API must assist a personal property system that streamlines the relocation and transport of household goods and privately-owned vehicles. The required solution must utilize a standard RESTful API with JSON payloads compliant with OpenAPI specifications, support a minimum throughput of 50 requests per second, and maintain a high-availability service offering at least 99.9% system uptime. Additionally, the vendor must permit local client-side storage and caching of retrieved vehicle specifications for a specified duration. Only onshore, United States organizations are eligible to respond. The contractor will perform all work offsite. The buyer is currently seeking proposals to determine the budget for this requirement.
