Tax Increment Financing (TIF) Economic Analysis Service

The government authority in Missoula, MT needs a consultant to provide tax increment financing (TIF) economic analysis services for a four-year contract period. The buyer requires independent analysis, objective data-driven reports, and technical support to review private development applications requesting TIF assistance and assist in general TIF administration. The selected vendor will evaluate projected tax increment generation, public return on investment, market demand, development feasibility, employment and investment impacts, and community benefits. The contractor will also analyze larger TIF requests to assess impacts on public services, economic benefits, market absorption, and community outcomes. The buyer limits bidder eligibility to USA organizations (Onshore), and the contractor may perform the work onsite or offsite. The buyer is currently looking for proposals to establish the budget.
