Public Notices Publication Services

The County of Stearns seeks a vendor to provide public notices publication services as an Official Newspaper of Record for the 2027, 2028, and 2029 calendar years on an as-needed basis. The scope requires the contractor to supply all materials, necessary labor, and equipment to publish notices approximately 36 times a year, including meeting minutes, public hearing notifications, ordinance hearings, delinquent property tax lists, forfeited property lists, and bid advertisements. Work performance will occur offsite, and the project completion time is December 31, 2029. Only onshore USA organizations qualify for eligibility. Interested vendors must register on the issuing authority's Bids & Tenders website to download unwatermarked request for quote documents. Vendors must submit all questions by September 3, 2026. The buyer requires electronic quote submissions through Bids & Tenders by 11:00 AM CT on September 10, 2026, and prohibits hardcopy submissions. Submitted quotes must remain valid for sixty calendar days. The buyer seeks proposals for the budget and reserves the right to reject any or all quotes, waive informalities, and award the contract in whole or in part to the vendor that serves the county's best interest.
