Parks and Recreation Master Plan Service

The City of Petoskey seeks sealed Requests for Qualifications and Proposals from qualified firms to complete a five-year Parks and Recreation Master Plan renewal. The selected consultant must identify community active and passive recreation facility and program needs through public consultation, facilitate an online community survey, and analyze community needs against existing inventory. The scope also requires creating a strategic plan, maintaining the project schedule, keeping stakeholders informed, and presenting the methodology to the parks and recreation commission. Work may occur onsite or offsite. Only USA organizations qualify to submit proposals. Respondents must submit all required forms, demonstrate specified qualifications, provide total project pricing including any additional costs, and submit clear, legible proposals signed by an authorized representative. The City prohibits faxed or emailed proposals and may disqualify non-compliant submissions. The City anticipates completing and adopting the plan by December 2027, and will publicly open submitted proposals at 2:00 P.M. on Tuesday, September 15, 2026.
