Anti-Displacement Plan Development Consultant Services

The City of Ann Arbor seeks a consultant, firm, non-profit organization, or private agency to lead and develop an anti-displacement plan. The selected vendor must provide a workplan or work scope process outline and a proposed community engagement approach that pays particular attention to populations most vulnerable to displacement. To assist in this effort, the consultant will benefit from reviewing information gathered during the City's recently concluded comprehensive planning process. The buyer requires offsite work performance, and eligibility is restricted strictly to onshore USA organizations. The buyer requests proposals to establish the budget for these services under RFP # 26-44. Bidders must submit all questions no later than September 4, 2026. The final deadline for submitting proposals to the City of Ann Arbor Procurement Unit is September 17, 2026, by 2:00 p.m. local time.
