Shared-User Space Propulsion Test and Evaluation Facility Service

The buyer requires a vendor to provide a shared-user space propulsion test and evaluation facility service to a government authority located in Texas. The vendor must compare shared-user ownership, governance, access, scheduling, rate, security, and sustainability models. The scope includes distinguishing verified current, upgradeable, and conceptual capabilities, as well as documenting present and future demand across user sectors, hardware classes, mission types, test campaigns, durations, and timing. Additionally, the vendor must identify cost ranges, schedules, permitting, utilities, workforce, standards, safety, security, and material risks. The vendor must identify potential partnership opportunities without creating commitments, define the smallest credible initial capability with expansion phases, and map existing Texas and relevant out-of-state capabilities while identifying the Texas nexus and asset locations. Eligible bidders must be onshore USA organizations. The work will occur offsite. The buyer is looking for proposals to establish the budget.
