Hearing Officer Services

The government authority in Maine requires a vendor to provide offsite hearing officer services for appeals. The buyer expects the selected vendor to conduct prehearing conferences, establish procedural schedules, rule on procedural motions, and manage appeal progress for timely resolution. Additionally, the vendor must determine evidence admissibility, receive documentary and testimonial evidence, evaluate credibility and evidentiary weight, and grant continuances for good cause. Finally, the vendor must prepare a recommended written decision containing findings of fact, credibility determinations, conclusions of law, statute and rule applications, material issue analyses, disposition recommendations, and citations to legal authorities.
