Transportation Impact Mitigation Fee Update Service

The City of Thousand Oaks, CA requires a vendor to provide a transportation impact mitigation fee update service under a one-year contract. The buyer needs the selected consultant to lead a project kickoff meeting to establish expectations, roles, schedules, budgets, communication lines, and required background materials. The consultant must maintain regular communication with City staff to report project progress. Requested deliverables include a transportation impact methodology, baseline and future projections, trip generation diagrams, LOS/ADT/VMT analyses, Synchro calculation sheets, a TIMF program approach, a recommended fee-eligible project list with cost estimates and concept plans, and optional new traffic counts. Work will occur both onshore within the USA and through offsite and onsite performance. The buyer is looking for proposals to determine the budget. Bidders must submit all questions no later than September 25, 2026.
