Survey and Qualitative Engagement Service

The buyer requires a vendor to provide a survey and qualitative engagement service for a government authority in Ontario. The selected vendor must develop and implement a community safety and wellbeing survey and execute related qualitative community engagement across the region. The scope includes designing, administering, and analyzing a resident survey using a stratified sampling approach to reflect regional demographics and geographies. Additionally, the vendor must plan and deliver a qualitative engagement strategy—such as focus groups—targeting area municipalities, local community organizations, and equity-deserving groups to capture underrepresented perspectives. Performance of the work will take place offsite. Eligibility restricts participation to onshore Canadian organizations only. Vendors must register and pay on the tendering authority's website to obtain the watermark-free RFP document. The buyer is currently looking for proposals to determine the budget. Bidders must submit all questions no later than September 17, 2026.
