Roadside Toll Collection System

The agency is seeking a roadside toll collection system. The system must include a graphical, configurable dashboard for authorized users to view current and historical project performance with charts and tables for trend analysis. It must also provide a standard method for querying and exporting data, and be capable of posting historical toll rates to a customer-facing website. Dynamic Toll Rate Signs will be managed by an integrated or remotely located sign controller. The system must maintain historical records of all configurable value changes, including the date, time, values changed, and the user making the change. The contract period will be for one year. All questions must be submitted no later than July 28, 2026. Performance of the work will be offsite. Bidders must be a USA Organization only. Proposals can be submitted digitally via email or online. The agency requires bidders to provide specific insurance coverages. This includes Workers Compensation and Employers’ Liability with specified limits, Commercial General Liability with specified limits including Products/Completed Operations and General Aggregate, Automobile Liability with a Combined Single Limit, and Umbrella/Excess Liability. Professional/Errors & Omissions Liability may also be required. All policies must be issued by companies licensed to do business in Texas with an A.M. Best rating of at least A-VII. The agency also requires bidders to certify their tax residence and any debts owed to Harris County.
