Strategic Plan Consulting Services

The buyer requires strategic plan consulting services to guide future decision-making over a one-year contract period. The selected vendor must manage the project, collaborate effectively, and execute a communications and outreach plan. This scope includes facilitating focus groups, conducting a statistically valid community survey alongside follow-up surveys, performing a SWOT analysis, evaluating emerging trends, and developing goals, processes, and policies to maintain an actionable strategic plan. To eligible to bid, vendors must be onshore within the USA, and performance of the work will take place onsite. Vendors must submit all questions no later than September 18, 2026. The buyer seeks proposal submissions for the budget and accepts digital responses via email or online.
