Annual Action Consolidated Plan Services

The government authority in Minnesota requires a vendor to provide annual action consolidated plan services for a one-year contract period. The selected vendor must develop a consolidated plan for housing and community development that aligns and focuses funding from four formula block grant programs: Community Development Block Grant non entitlement, Home Investment Partnership Program, Emergency Solution Grant, and National Housing Trust Fund Program. The vendor's scope of work includes participating in identifying needs, hosting public meetings, reviewing background information, determining source dates, collecting and analyzing data, and preparing demographic profiles. Additionally, the vendor must complete required consultations, a community needs assessment, forums, a survey, consolidated needs assessment and consultation summaries, and first drafts of the consolidated plan and annual action plan. To participate, eligible vendors must be USA-based onshore organizations, and work performance will occur offsite. The buyer seeks proposal pricing for the budget. Bidders must submit all questions no later than September 22, 2026.
