Paratransit Program Assessment Services

The Regional Transportation District needs a consultant to conduct the 2027 Paratransit Program Assessment for its Access-a-Ride and Access-on-Demand programs in Denver, Colorado. The scope requires project management, stakeholder engagement, a review of other transit agencies, performance and gap analyses, a performance framework, a cost-benefit analysis, and an accessible transportation service plan. Contractor personnel must have experience conducting paratransit program assessments. Only United States organizations are eligible to bid, and the consultant will perform work offsite while attending required in-person meetings at buyer offices. Bidders must submit questions by October 12, 2026, and attend a pre-proposal briefing on October 2, 2026. Bidders may submit responses digitally via email or online. The period of performance extends through December 31, 2027, with intermediate task deliverables due by June 30, 2027, and the final plan due by November 30, 2027.
