Collaboration Framework Service

The City of St. Albert requires a vendor to provide a collaboration framework service, including an engagement strategy, to advance a voluntary regional governance and decision-making framework for the Edmonton region. This framework must enable municipalities and elected officials to collaborate on land-use planning, infrastructure investment, economic development, and joint advocacy, while offering guidance on roles, responsibilities, decision-making, dispute resolution, and potential cost-sharing. Only onshore Canadian organizations are eligible to bid, and vendors must pay and register on the tendering authority's website to obtain the unwatermarked RFP. Bidders must submit questions by October 21, 2026, and can deliver final responses offsite digitally via email or online. Non-price criteria carry 60 total points, allocated across firm experience, qualifications, and expertise (30 points), proposed methodology, workplan, schedule, and deliverables (20 points), and past project experience (10 points). The remaining 30 points are awarded based on the submitted pricing evaluation.
